Significance of the Setting
The Capitol of Panem has a very important role in the story. Without the Capitol, there would be no Hunger Games, therefore no revenge of the districts, leading to no plot of the books. If there were no Capitol,, all of the conflict would not be there, and the whole sory could've changed, Katniss might've never met Peeta, and married Gale. Katniss might not even have met Gale. She never would've been in the Games, and she never would've become the Mockingjay, the sign of rebellion District thirteen may or may not be there now, and everyone who died wouldn't have died. Everything in the books could've gone a completely different way if there was no Capitol, because the Capitol is what started it all. In the story, the capitol reperesents power.
The arena in Catching fire is also important.. I think that it represents revenge. If Katniss wouldn't have pulled the stunt with the berrries in the first book, she wouldn't be in this mess. I think that this was all a setup to get revenge on Katniss; to make sure that she new who was in charge.-the Capitol. The capitol just wanted to get revenge, and make sure that there would be no rebellion. The only way to be positive, is to get Katniss killed, but while doing this, show the Districts of Panem who was boss. The arena comes into play because it is where Katniss is intended to be killed at. Since she pretty much embarrased he Capitol and sent the Dsitricts on the verge of rebellion, the Capitol wants revenge.-to kill Kaniss. And the only way to do that is by putting her back in the arena.
Finally, District 12 of Panem represents rebellion. This is where it all started. Where Katniss volunteered for Prim. Where Peeta took Haymitch's Place. Where Gale was whipped and almost killed. Where Katniss found out about the rebellions. Where the bombs were dropped. Where tons of people died. Where Katniss's family escaped from and went to district 13. Where Katniss met Bonnie and Twill. Everything. Without district twelve, the rebellions would'nt have even started.
